Haru discovers a secret faction within the city’s underground: a group of outcasts called the New Crime Syndicate . Unlike the chaotic evil of the mob or the cold logic of The Curator, the NCS believes crime is an art form—a way to dismantle corrupt systems by becoming the ultimate variable.
